About RUWASA

Establishment
The Water Supply and Sanitation Act No.5 of 2019, among other things, established The Rural Water Supply and Sanitation Agency (RUWASA) which took over mandates that were previously vested to PO-RALG, Regional Secretariats (RSs) and Local Government Authorities (LGAs). The transferred mandates involve ensuring the provision of water services to rural communities, small towns and district headquarters.

The Water Supply and Sanitation Act No.5 of 2019 has also transferred accountability of officers responsible for water service provisions from PO-RALG, RSs and LGAs to the Ministry of Water. The newly established Agency (RUWASA) has offices at Headquarters, Regional and District levels as opposed to previous structure which compose of office at LGA’s level and RSs.

With its Headquarters in Dodoma, the Capital of Tanzania; and having assumed its functions on 1st July 2019 RUWASA operates in 25 regions in Tanzania mainland with the exception of Dar Es Salaam. RUWASA Organizational Framework

In accordance with the Act Number 5 of Water Supply and Sanitation 2019, RUWASA’s framework for the provision of rural water supply and sanitation services has the following organizational framework: Ajira RUWASA March 2024

Minister responsible for Water: Among other things, the Minister of Water will be responsible for enacting various policies, laws, strategies, regulations and guidelines on the implementation of water projects and the provision of water and sanitation services in the rural areas.

RUWASA Board of Directors: The Board will be responsible for overseeing the implementation of all RUWASA responsibilities and functions regarding rural water service delivery and advise the Minister responsible for water. Ajira RUWASA March 2024

RUWASA Director General: The Director-General and his team will be responsible for conducting the day-to-day operations of the Agency with the aim of providing quality water and sanitation services in rural areas. In order to increase the efficiency of the office of the Director-General, there will be RUWASA Offices at regional and district levels. Ajira RUWASA March 2024

RUWASA Regional Offices: The Regional RUWASA Manager will be responsible for overseeing the implementation of water projects and the provision of water and sanitation as well as providing technical assistance to the respective districts;

RUWASA District Offices: The Office of the District Manager will be the key implementer of village water supply and sanitation projects in the District. In addition, these Offices will play a principle role in building the capacity of CBWSOs to enable sustainable service delivery. Ajira RUWASA March 2024

The Community Based Water Supply Organization (CBWSO): The community based water supply organization (CBWSO) shall be established by the agreement of the majority members of the community and shall be a fully autonomous corporate body. The CBWSO can be established in different forms including:-
i) Water Consumer Association;
ii) Water Trust;
iii) Cooperative Society;
iv) Non-government Organization;
v) Company; or
vi) any other body as approved by the Minister.

These CBWSOs will be responsible for the management, operations and maintenance of water projects. In addition, these communities will be the main source of sustainable water and sanitation services in rural areas.
